The Employers Council on Flexible Compensation (ECFC) was established to create and maintain the most favorable legislative, regulatory and public opinion environment for flexible compensation. Founded in 1981 by several Fortune 500 companies, which pioneered flexible benefits, ECFC is a non-profit membership association.
